The Pan American Health Organization (PAHO) is an international public health agency working with countries in the Americas to improve the health and quality of life of their populations.
The challenge
PAHO recommends the mandatory elimination of industrially produced trans fats by way of regulation but did not have guidance on how to draft regulations to phase out this harmful fat from the national food supply.
Our response
We created a regulatory drafting toolkit to assist government agencies and ministries in developing or reforming national legislation or regulation to phase out trans fat.
We used plain language to make the toolkit accessible to readers without legal training, and decision-tree questions and sample provisions to guide users to populate a context-specific trans fat elimination regulation that aligns with WHO-recommended best practices.
PAHO regularly uses the toolkit when supporting national policy-makers in the Americas who wish to adopt trans fat regulations.
