The challenge

WHO’s Health Governance and Financing Team wanted to understand how countries are using law as a tool to progressively achieve universal health coverage (UHC).

Our response

  • We developed a legal survey tool which allows to analyse a country’s use of law to realise UHC across four domains (UHC policy; governance, rule of law, human rights, access to justice; UHC partnerships; policy process, implementation and enforcement). For each domain, the tool provides a set of questions to be answered, a short description of the best practice approach, and a scoring guide.

  • As proof of concept, we created country profiles on legal access rights to health care for Germany, Japan, Kenya, and Thailand.

  • The country profiles were used to strengthen the recognition of law as an essential tool to achieve UHC.
