The World Health Organization (WHO) is a specialised agency of the United Nations responsible for international public health.
The challenge
WHO’s Health Governance and Financing Team wanted to understand how countries are using law as a tool to progressively achieve universal health coverage (UHC).
Our response
We developed a legal survey tool which allows to analyse a country’s use of law to realise UHC across four domains (UHC policy; governance, rule of law, human rights, access to justice; UHC partnerships; policy process, implementation and enforcement). For each domain, the tool provides a set of questions to be answered, a short description of the best practice approach, and a scoring guide.
As proof of concept, we created country profiles on legal access rights to health care for Germany, Japan, Kenya, and Thailand.
The country profiles were used to strengthen the recognition of law as an essential tool to achieve UHC.
